    Bay Area to Receive $37 Million in Homeland Security Grant Funding


    Region to Receive Additional $6 Million for Catastrophic Preparedness

    07/28/08 - Mayor Newsom today commended the federal Department of Homeland Security’s announcement that the Bay Area will receive $37.1 million in homeland security grant funding, as part of the 2008 Super Urban Area Security Initiative (SUASI) program. This represents an 8.9 percent increase from the 2007 grant.

    "San Francisco and the Bay Area owe thanks to our congressional delegation for their leadership in securing $37.1 million in disaster funding for the region," said Mayor Newsom. "These funds give our city and region a substantial boost in becoming better prepared for disaster mitigation and recovery."

    "The homeland security grant program enables us to strengthen our regional partnerships and enhance our capabilities for disaster preparedness and response throughout the Bay Area," said Vicki Hennessy, Acting Executive Director of the San Francisco Department of Emergency Management.

    The Department of Homeland Security utilizes a tiered system for categorizing urban areas based on highest risk. The Bay Area SUASI is in the top tier, along with New York, New Jersey, Los Angeles/Long Beach, Chicago, Houston and the National Capitol Region. Together, this group competed for $429 million (55% of the total amount available for this grant program). The Bay Area SUASI submitted an application which contained investment areas consisting of projects which benefit the entire region. These investment areas include:


    • Catastrophic Incident Planning and Regional Collaboration

    • Interoperable and Survivable Communications (including a joint project with the Sacramento UASI)

    • Information Sharing and Collaboration/Critical Infrastructure

    • Citizen Preparedness and Participation

    • Mass Care

    • Medical and Public Health Preparedness

    • CBRNE (Chemical, Biological, Radiological, Nuclear, Explosive) Detection and Response

    • Emergency Management Mutual Aid & Catastrophic Event Planning (joint project with the Anaheim/Santa Ana UASI, Riverside UASI, Sacramento UASI, and San Diego UASI)

    • Regional Exercise Program

    • Integrated Records Management System (joint project with the Anaheim/Santa Ana UASI, Riverside UASI, Sacramento UASI, and San Diego UASI)

    In addition, the Bay Area will receive $6 million for the Regional Catastrophic Preparedness Grant Program (RCGPG), which is intended to support coordination of regional all-hazards planning for catastrophic events. In a competitive process associated with the RCPGP, the Bay Area was also awarded an additional $1.5 million to implement a joint project with the Los Angeles/Long Beach area.

    The Bay Area SUASI was created in 2006 when the federal government consolidated the three previously separate urban areas of San Francisco, Oakland and San Jose, along with the ten counties in the region. It also includes representatives from the Governor’s Office of Emergency Services.
